Tenshi ni Narumon / I'm Gonna Be An Angel

Noelle, is a strange girl with a halo over her head (like an angel), who falls in love with Yuusuke, a student that lives alone. She moves to his house along with her whole family, which is filled of weird monsters. She now dreams to become Yuusuke's angel. But it seems the boy is dislike with this idea. Demashitaa! Powerpuff Girls Z

It's the Powerpuff Girls from Hanna Barbera Cartoon, but only this is a Japanese version of it. Professor Kitazawa Utonium and his son Kitazawa Ken have been assigned to study the mysterious Chemical X, which mutates and reacts when buns are dropped into it, becoming Chemical Z. When a strange glacier appears in Tokyo Bay, Ken uses a ray of Chemical Z to break it apart, causing several black rays of light to fall through the city. When the rays strike objects, animals, or people, they turn into monsters.
